Round Table Meeting “Guarantee Power Supply in Winter and Spring Seasons”& CEC Board Meeting 2021 Held in Beijing

November 13, 2021 /CEC/ - On November 12, 2021, the Round Table Meeting“Guarantee Power Supply in Winter and Spring Seasons”as well as the CEC Board Meeting were held in Beijing. The main purpose of the Meetings was not only to analyze the latest power supply and demand situation in the country and to call on CEC member power companies to jointly guarantee the power supply this winter and next spring, but also to discuss the challenges and opportunities in the development of the power industry, and to plan the next step work of CEC members to promote the high-quality development of the power industry. Xin Baoan, President of the CEC and the Executive Chairman of the State Grid Corporation of China moderated the Meetings and delivered the Opening Note. Representatives from the President and Vice President Members of CEC attended the Meetings.

Xin Baoan expressed in his speech: “The country’s power supply situation was tight early this year, and a series of necessary measures has been taken to ensure the power supply by the government. With the efforts of the government and the whole power industry, the country’s power supply and consumption have returned to normal. As we know, the upcoming winter is also the peak period of electricity consumption, heating, and low-water season of hydropower. The power supply and demand will be "in tight balance for the whole country, leaving gaps in some provinces, with fuel supply still under high pressure". The power industry must shoulder its responsibilities to ensure power supply this winter and next spring to provide reliable supports to the growth of the country's economy and the stability of the society, and to ensure the people staying warm through the winter.”

"Since the new term of management team takes office, CEC has achieved positive progress and remarkable results in all its work with the support of member units. At a new starting point, under the new strategy of "Three Orientations and Four Excellences", CEC will further give full play to the functions of platforms, bridges and bonds, and do its utmost to accelerate the high-quality development of the power industry. CEC shall conduct in-depth research on major issues such as the establishment of the New Type Power System, the coordinated development of the power market and the carbon market. In terms of serving members, it is necessary to continuously improve the service capabilities and quality of CEC, and establish its good industry image. In terms of the international cooperation, CEC will highlight the important industry events like CEPSI in the following 2 years. In terms of strengthening its own cultural construction, CEC will innovate its institutional system and continuously improve the team's ability and quality.”

Yang Kun, the Executive President of CEC, made the Working Report of CEC in 2021 from four aspects: carrying out the power supply and demand situation analysis, forecasting and early warning; strengthening the research on major industry issues, optimizing and improving CEC’s industry service capabilities, and improving the management capacities of CEC. Yang Kun also introduced the recent work of CEC in supporting the power industry to ensure the power supply, the execution of the carbon peak action plan and further working arrangement of CEC in next year. 

Xia Zhong, the Vice President of CEC, delivered a speech entitled "Analysis of the Situation of Power Supply Guarantee in Winter and Spring and Our Advisories" at the Meetings. Xia Zhong summarized the power supply and demand situation from January to October this year in the country, analyzed the power supply and demand situation this winter and next spring, and then elaborated the work carried out by CEC in different areas and its advisories to the relevant government departments.

In the speech entitled "The Situation of Power/Coal Supply and Demand and Measures to Guarantee the Power Supply", Yu Chongde, the Vice President of CEC, deeply analyzed the supply and demand of thermal coal from January to September in the country and the main problems that existed. He also introduced the fuel supply statistics and CECI indexes edited and released by CEC, CEC’s relevant suggestions to the government, and the power supply and forecast of the demand situation of thermal coal done by CEC. Yu Chongde also talked about the current situation of ensuring the supply of electricity and coal. 

An Hongguang, the Vice President of CEC, reported on the research results of the CEC for the major issues in the development of the power industry in 2021, including the research on the grid management system under the new carbon peak and carbon neutrality strategies, research on the status and problems of hydropower and clean energy ecological environmental protection, research on the coordinated development of clean energy and energy storage, research on the development of integrated energy services, research on the supply and demand pattern of electric fuels in the energy transition, and tracking of the revision of the electricity law.

Hereafter the CEC management and the representatives of the member units that participated in the Meetings approved the "Proposal on Co-hosting the AESIEAP Events from 2022 to 2023" reported by Hao Yingjie, the Secretary General of CEC.
