China-ASEAN Power Cooperation and Development Forum 2021 held In Nanning-1

September 11, 2021 /CEC/ - Co-hosted by the People's Government of Guangxi Zhuang Autonomous Region and China Electricity Council (CEC), the China-ASEAN Power Cooperation and Development Forum 2021 (CAPCDF 2021) opened in Nanning, Guangxi on Sep. 10, 2021. As one of the important events of China-ASEAN Expo (CAP2021), CAPCDF 2021 themed at the “International Cooperation of the Power Industries between China and ASEAN Countries under RCEP” and focused on the latest hot topics such as the development of Low-Carbon transformation of the countries of the "Belt and Road" Initiative, the carbon neutralization path and measures of the power industry and dispute settlement of the international power projects etc. The Forum aimed to build an interactive platform for the power industry of China and ASEAN countries to communicate and exchange the industrial information.

Zhang Jianhua, the Director of National Energy Administration, Li Bin, the Vice Chairman of Guangxi Zhuang Autonomous Region, and Yang Kun, the Executive President of CEC attended the forum and delivered speeches. High-ranking representatives from the China Energy Investment Corporation, the China National Nuclear Corporation, the China-ASEAN Business Council, the AESIEAP, the Manila Power Company of Philippines, the Capital Power Corporation of Vietnam National Power Group and nearly 300 delegates from the government departments and power companies attended the Event. The Forum lasted for two days. After the Forum, the delegates visited the exhibition of CAP and further networked with the exhibitors on site.

In the speech of Zhang Jianhua, he mentioned that: “At present, China's installed capacity of clean energy accounts for one third of the world. During the 14th-Five-Year-Plan period, China will accelerate the construction of the New Type Power System with clean energy as the mainstay.” Moreover, “ASEAN is a key area for the power industry and China should cooperate more closely with the neighboring countries in this sector in the following aspects: Firstly, to enhance the mutual trust and deeply communicate both side’s policies and plans; Secondly, to actively enhance the power projects cooperation; Thirdly, to enhance the scientific and technological innovation and to accelerate the research and cooperation on technology, standards and power systems.”

“Guangxi actively promoted the cooperation with ASEAN countries and continued to deepen the hydro power and thermal power project cooperation with Vietnam, Laos, Myanmar, Indonesia, Cambodia and other countries in this Area. Guangxi is an important hydropower and clean energy base in China. In recent years, the power industry in Guangxi has been developing continuously and the power supply capability of Guangxi has been upgrading steadily. We could also see Guangxi’s remarkable achievements of the clean and Low-Carbon energy transformation. During the "14th-Five-Year-Plan" period, Guangxi plans to add no less than 28GW of clean energy installed capacity. It is expected that proportion of non-fossil energy consumption in Guangxi will reach 30% in 2025.” Libin talked about the latest development of the power industry in Guangxi.

To accelerate the “Belt and Road” cooperation, Yang Kun called on the power companies to ensure the resource input on international projects, the epidemic prevention and the rehabilitation. It is advised for “the power companies to explore the market potential of ASEAN countries under RCEP, moreover, to take advantages of RECP partners like Japan, Korea, Australia, Singapore and other countries for the third-party cooperation.”


In the Forum, it was also pointed out that in 2020, ASEAN countries accounted for 46.9% of foreign investment projects of China's major power companies. The annual power generation of 15 member countries of RCEP accounted for 40.29% of total global power generation. After RCEP coming into effect, this huge market will be more inclusive and radiate new vitality, and the demand for energy and electricity will reach a new top.
