The 7th National Assembly of CEC held in Beijing with Xin Baoan elected as new President of CEC-1


On April 29, the 7th National Assembly of China Electricity Council and the 1st Meeting of the 7th Council of CEC held in Beijing. Representatives from related government departments including the State-owned Assets Supervision and Administration Commission of the State Council, the National Energy Administration, the Ministry of Industry and Information Technology and the Ministry of Civil Affairs attended the meeting. Over 800 delegates from members of CEC nationwide attended the meeting.


International partners of CEC including the International Energy Agency (IEA), the World Energy Council (WEC), the International Energy Charter (IEC), the Association of Electricity Supply Industry of East Asia and the Western Pacific (AESIEAP), Royal Institution of Chartered Surveyors (RICS), CHAdeMO Association, Japan Coal Energy Center (JCOAL) and Korea Electrical Association (KEA) sent congratulatory video messages or letters to CEC’s 7th National Assembly.

The 7th National Assembly of CEC elected the new Council of CEC for the 7th term with 305 Council Members, and the 7th Supervisory Board with 9 supervisors. The Working Report of the 7th National Assembly of CEC, the Financial Report of the 6th Council of CEC, the Working Report of the 6th Supervisory Board of CEC, the CEC Constitution (Amendments) and the Regulations on the Membership Fee of CEC (Amendments) were submitted to the Assembly for deliberation and got approved.


Mr. Liu Zhenya, President for the 6th Council of CEC reviewed CEC’s achievements during past five years and looked forward to greater role of CEC in the future power industry transition in his speech.

The 1st Meeting of 7th Council of CEC elected the new Executive Committee for the 7th term with 49 Executive Committee Members in total. Mr. Xin Baoan was elected as new President for the 7th term of CEC. 


The Motion on the Appointment of the Deputy Secretary Generals of CEC, the Motion on the Preparation and Organizing of AESIEAP Events 2022-2023, the Motion on the New Members of CEC, and the Motion on Establishing Branch Associations of Wind Power, Solar Power and Small and Medium-sized Enterprises were reviewed and approved on the Meeting. Chief Supervisor and Deputy Chief Supervisor for the 7th Supervisory Board of CEC were elected on the meeting as well.

Mr. Xin Baoan, new President of CEC, delivered a speech on the Meeting. He fully affirmed the work achievements of the 5th and 6th Council of CEC, and pointed out new tasks, new challenges and new requirements faced by the electric power industry, such as ensuring the safe and reliable supply of electricity, serving the carbon peaking and carbon neutrality, accelerating self-reliance and self-improvement of power technology, and deepening the reform and opening up of the electric power industry. He encouraged his CEC colleagues focusing on the high-quality development of the electric power industry, aiming at building a Domestic Leading and International First-Class industry association, functioning well as platform, bridge and link, so as to serve the healthy development of electric power industry in China.

The Initiative with the theme of Forging ahead in the New Era, Forging ahead with New Actions, and Dedicate to the Brilliance of the High Quality Development of Electric Power Industry was approved and announced on the Meeting.
