Phnom Penh - October 15, 2016 - Mr. Li Qingkui, Chairman of the Board of China Southern Power Grid (http://eng.csg.cn), recently attended a series of high-level commercial activities and held private talks with Cambodian Government departments, enterprises and a personal visit to Mr. Xiong Bo, China’s Ambassador to Cambodia.

Mr. Li earnestly carried out the “Belt and Road Initiative” as he explored new opportunities for power cooperation with Cambodia and initiated intentions for international student training and power investment in Camboda.

During the mid-October visit of Chinese President Xi Jinping and Cambodian Prime Minister Hun Sen, CSG signed a MOU for power grid investment and cooperation with the Cambodian Royal Group of Companies. During a subsequent meeting with Mr. Li, Prime Minister Hun Sen said, “Cambodia would offer full support towards CSG’s involvement in Cambodia’s power development”.

Mr. Li also met with the Honorable Suy Sem, Cambodian Minister of Mines and Energy; Keo Rottanak, Director General of Electricite du Cambodge (EDC); Ambassador Xiong and Neak Oknha Kith Meng, President of the Royal Group of Companies.

During visit to Phnom Penh, Mr. Li signed a framework agreement on overseas student training and personnel exchange with the Ministry of Mines and Energy and during the varied meetings, briefed the assembled diplomats, government officials and businessmen on CSG’s background, reviewing the company’s development course and experience in China’s electric power industry while offering suggestions for promoting Cambodia’s sustainable power development and connectivity.

Mr. Li also conducted in-depth exchanges on launching power investment and cooperation in Cambodia.

Minister Suy extended his warm welcome to Mr. Li and his visiting delegation from South China, expressing his Ministry’s substantive support to Chinese enterprises’ participation in Cambodia’s power construction, and appreciated CSG’s care for and support to Cambodia’s power sector, especially the varied agreements with China Southern Power Grid to provide opportunities for education and assistance in solving Cambodia’s shortage of “energy talent”.

He further stated that, “the Ministry of Mines and Energy would offer full support to CSG’s business expansion in Cambodia, and we can expect to deepen bilateral cooperation on personnel training, power construction planning and project development”.

Keo Rottanak said that EDC had been striving to provide power for more citizens and at the same time to reduce electricity costs. He said, “we look forward to exploring together with CSG opportunities for power investment and cooperation, promoting power grid connectivity with surrounding countries and regions, and jointly optimizing power resources allocation in the Greater Mekong Subregion”.

Ambassador Xiong noted that President Xi’s visit, “ushered in a new era of China-Cambodia comprehensive strategic partnership. The ‘Belt and Road Initiative’ fits perfectly with Cambodia’s ‘Rectangular Strategy’, with great prospects and potential for cooperation”.

He added that Chinese enterprises, including CSG, “could seek more business opportunities in Cambodia, continuously deepen and expand cooperation in energy and power production capacity to contribute to Cambodia’s economic and social development. To that end, the Embassy of China in Cambodia will offer its full support”.

Neak Oknha Kith Meng expressed his hope to take the signing of the recent MOU as a bright opportunity in setting up a project team with CSG for discussion on agreement implementation and detailed arrangements for proceeding cooperation.

Officials from the CSG Planning and Development Department, International Cooperation Development, Yunnan Power Grid Company and Yunnan International Co., Ltd. accompanied Mr. Li during these visits.
