CSG to Invest RMB12.4 Bln for Upgrading Rural Power Network This Year

Actively adhering to the deployment of the CPC Central Committee and the State Council, CSG spares no efforts to guarantee power consumption in rural areas for welfare and industrial use.

It was explicitly pointed out in the central government’s No. 1 Document of 2015 that, China would continue to implement the project for upgrading rural power grids. In the 2015 Report on the Work of the Government, requirements were put forward on the new rural construction and improvement of rural electricity consumption. CSG spares no effort to guarantee power consumption in rural areas for people’s welfare and industrial use, actively sticking to the deployment made by the CPC Central Committee and the State Council. It is expected that in 2015, CSG will invest RMB12.42 billion in rural power grid renovation, and thus benefit the rural residents from merely “having access to electricity” to finally “enjoying quality electricity supply” by measures like strengthening management of county-level power supply enterprises.

In terms of rural power grid construction, CSG plans to spend RMB12.42 billion this year, including RMB5.942 billion from the central government’s fiscal funds for upgrading rural power networks. According to the agenda, in order to tackle prominent problems such as overloading, low voltage and meter misalignment, CSG aims to build or rebuild 108 transformer substations and 13,000km transmission lines under 110KV, and 46,000km low-voltage transmission lines in 337 counties and cities. In the meantime, 10,249 new transformers are expected to be put in use and electricity meters of 651,100 households will be renovated.

Meanwhile, CSG plans to carry out comprehensive reconstruction in 30,850 low-voltage transformer districts, addressing problems in rural and suburb regions, such as overstretched low-voltage transmission line, heavy-loading and overloading of transmission lines and distribution transformers.

CSG also strives to improve management and service in developing rural power. While addressing deficiencies and laying sound foundation, CSG will continue to boost healthy competition and standardization among the 342 county-level power supply enterprises in the rural areas.

Moreover, CSG is committed to promoting the application of management information system. By starting from regulating daily operation of power substations, CSG gradually succeeds in operating its core business in the information system. Besides, it aims to enhance the quality of management evaluation and establish the rural power data analysis and management evaluation system, which is planned to launch in the middle of this year. Strengthening rural power security management and addressing line loss problems in county-level power supply enterprises are also on CSG’s special work agenda.
