Strengthening Commitment to Hainan’s Development

from:China Energy Investment Corporationdate:2022-05-18

Recently, China Energy won the bid for a 500MW offshore wind farm project and settled its shipping company in Hainan Province. A series of strategic cooperation agreements between China Energy and the coastal province have been implemented.

Building a Clean Energy Island

Over the years, China Energy has stuck to the path of green development and made remarkable contributions to building Hainan into a “clean energy island.”

Hainan’s largest hydropower plant—Daguangba Hydropower Plant. It is a large-scale water conservancy project that integrates power generation, irrigation, water supply and tourism and can provide 81.9 million cubic meters of water for industrial and civil use and irrigate 13,000 hectares of farmlands each year, hence its nickname “golden key to development of western Hainan”.

World-leading clean coal-fired power generation units—two 350MW coal-fired power generation units at Ledong Coal-fired Power Plant. With world-leading indexes in environmental protection, the two units contribute to providing the cleanest and most stable coal-fired electricity.

Hainan’s largest land-based wind power project—Hainan Longyuan Eman Wind Farm. With an installed capacity of 99MW, the project accounts for 34% of the province’s total wind power installed capacity.

Hainan’s first and largest single agricultural-photovoltaic project—Dongfang Modern Agricultural-Photovoltaic Industry Park. The project can generate 140 million kWh of green electricity each year.

Hainan’s first fishery-photovoltaic project—Wenchang fishery-photovoltaic project (under construction). The project is estimated to be completed at the end of 2022, with a designed annual output of 125 million kWh of electricity.

Building a National Ecological Civilization Pilot Zone

Adhering to the strategy of building Hainan into a national ecological civilization pilot zone, China Energy will vigorously step up construction of clean energy projects during the 14th Five-Year Plan period (2021-2025). It plans to build photovoltaic, gas-fired and wind power projects with install capacity totaling 3 million KW, with an aim to make the share of clean energy in the province exceed 80%. It will accelerate the pace to form a diversified development pattern integrating hydropower, coal-fired power, natural gas, wind power, solar power, and power storage, thus making greater contributions to enhancing Hainan’s energy self-reliance and safeguarding the country’s energy security.

In terms of hydropower, China Energy is advancing the project of renovating Hongling Hydropower Plant into a pumped storage station; In terms of coal-fired power, it will transform the two existing steam turbines into world-leading clean coal-fired generation units; In terms of gas-fired power, when completed, the 2x460MW project in eastern Sanya, which adopts world-leading low-carbon and eco-friendly technologies such as hydrogen combustion, will become China’s leading green power plant with the highest degree of intelligent management; In terms of wind power, China Energy will accelerate its pace to advance the Dongfang 500MW offshore wind farm project, which is expected to break ground within this year; In terms of photovoltaic power, China Energy is actively pushing forward centralized photovoltaic projects in Baisha, Wenchang, Ding’an, Changjiang and other places; In terms of energy storage, the corporation is planning to advance joint energy storage pilot projects in places like Changjiang, Ledong, Dongfang, and Qiongzhong. In addition, China Energy plans to construct a tourist and recreational holiday resort leveraging the high-quality water resources and tropical rainforest environment of Hongling Reservoir, so as to achieve coordinated development of ecological conservation, green development, and improvement of people’s livelihood.

Hainan Free Trade Port

Building a shipping trade center is an integral part of the strategy of constructing the Hainan Free Trade Port. The Overall Plan for Building the Hainan Free Trade Port clearly states that Hainan will build international energy, shipping, property and equity trading centers. China Energy Shipping Co., Ltd., newly established in Hainan, will expand its fleet to 20 vessels, with an annual cargo volume of more than 20 million tons. Considering this advantage, the company is spearheading the initiative to establish the Hainan shipping trade center. Leveraging the new-generation internet and information technologies, the company strives to build an international shipping trade center that adopts a core development strategy integrating digital shipping operation middle platform and control tower, innovative transactions of vessels, freight index, shipping orders, ocean bills of lading and port warehouse receipt, and shipping finance.
